My current fave in this category is Eldora. She's a kindly old fairy godmother, who comes across as a somewhat funnier version of Faragonda, bringing good comic relief. 6x14 also shows her holding her own during the battle on Tir na Nog. Pretty cool huh?
Before season 6 though, it probably would have been a toss-up between Mirta, with her switch from witch to fairy, and Tressa, with her redemption arc from season 3 into season 5, going from being a coward to fighting for Andros alongside the Winx.
(2019 update: You can probably guess I originally wrote this before the last several episodes of season 6, because considering the episodes in the latter stretch of season 6, Eldora's schtick kind of got tired towards the end there :-\)
